Omega Fleet Awards Once Again Properly Sorted

Without realizing how mixed up it was getting, I have been updating the Omega Fleet
Awards. I have fixed up the sorting to make it easier for vessels to use the awards
on their sites.

Admiral Tim Veltkamp had done an excellent job of organizing them and I had mixed
them all up by merging some of the ribbons with ribbons from the USS / CGV
Tanmesad.

This is now fixed.
