Star Fleet Intelligence hurts early Tanmesad Operations

Star Fleet Intelligence's secret operation, Sector 39 is directly involved in the early projects to bring down the Tanmesad including placing an intelligence officer on the command staff in Lt. Commander John Warren II.

The worst case scenario is revealed when the Romulan Strategic Officer, Leyvan Tovlar of Romulus exposes the Sector 39 operation and then is revealed as part of a joint operation between Sector 39 and the Tal Shiar of Romulan Star Empire kills Lt. Commander John Warren II (Unsubstantiated) and Dr. Toya Dumar of Cardassia (also allegedly).

The truth is Star Fleet may be outwardly in favor of joint Star Fleet - Cardassian Guard Operations but underneath Star Fleet Intelligence does not trust the Cardassians and does not want the operations to succeed.
